(1) Is the Minister aware of the Liberal Party’s pre-election commitment to develop a new climate change adaptation and mitigation strategy?
(2) If no to (1), why not?
(3) If yes to (1), is the Minister prepared to stand by her commitment made in Hansard of 12 May 2009 that this strategy would be delivered in 2009-2010?
(4) If no to (3), why not?
(5) If yes to (3), -
(a) when does the Minister intend to release this strategy for public comment; and
(b) what amount of time will the Minister allow for public comment and review of this strategy before it is finalised?
(6) What are the current WesternAustralian greenhouse gas emissions and how do they compare with the emissions for 1990 and 2000?
(7) What are the projected greenhouse gas emissions for Western Australia for 2020, 2030 and 2050 were emissions to continue on their present trajectory?
(8) Given the failure of the Commonwealth Parliament to enact the carbon pollution reduction scheme, what action does the State Government intend to take to reduce Western Australia’s greenhouse gas emissions?
(9) Considering the failure of previous State Government attempts to reduce greenhouse gas emissions, how will the Government coordinate climate change policy across Government agencies and ensure that its strategy is implemented effectively?
(10) Given the high degree of overlap between climate change and energy policy, how will climate change considerations be factored into the development of the Government’s energy policy?

(1) Yes.
(2) Not applicable.
(3) - (5) Delays and uncertainty around national and international policy settings have resulted in a delay in developing the Climate Change Adaptation and Mitigation Strategy (CCAMS). It is essential that State policy takes account of national policy settings on climate change. Work towards CCAMS is continuing but a completion date has not been set.
(6) I refer the member to the Australian Government Department of Climate Change report entitled 'State and Territory Greenhouse Gas Inventories 2007', which included the latest available estimates of greenhouse gas emissions for Australia's States and Territories
(7) I refer the member to a report commissioned by the Department of Environment and Conservation entitled 'Assessment of Greenhouse Gas Abatement Potential and Cost in Key Sectors of the WA Economy, also known as the Nous Report published in 2008. This report is available on the DEC website www.dec.wa.gov.au
(8) The State Government continues to support initiatives that contribute to reducing
Western Australia's greenhouse gas emissions, including the Low Emissions Energy Development Fund which is designed to support the technological development required to reduce greenhouse gas emissions from the energy sector.
(9) National Policy settings, such as the forthcoming Energy White Paper, the final form of
the Renewable Energy Target and evolving national adaptation initiatives are critical to forming effective State policy. The State Government will continue to work with COAG on these matters. The State Government is also committed to delivering a Climate Change Adaptation and Mitigation Strategy and developing comprehensive new climate policy maps.
(10)The need to minimise carbon emissions from energy use is one of the key drivers for  developing the Strategic Energy Initiative, which has Cleaner Energy as one of the four strategic goals. The Department of Environment and Conservation has a climate change representative on the Strategic Energy Initiative's Inter-agency Group.
