The $4.6 million increase is associated with the application of incorrect accounting principles to EnergySafety's budget in the years 2010/11, 2011/12 and 2012/13. This error was identified by the Department of Commerce and recovered.
The projected CPI increase for 2013 and 2014 is 2.4% hence the increase over the forward estimates.
