I have a supplementary question. Last week in this house the
minister expressed doubts about the long-term viability of the centre. If it
turns out that it is not viable, will he put the costs onto ratepayers in that
area?

I said last week that the SMRC was
on notice. In fact, I said 12 months ago that it was on notice because of the
odour complaints. If the centre does not conform to its licence conditions, it
will lose its licence.
