I refer to the decision to have a charity/arts precinct on the Sunset Hospital site, and ask:
(a) was the Heritage Council consulted prior to the announcement about the site being made earlier this year;
(b) what ongoing role will the Heritage Council have in relation to the site; and
(c) are there any buildings on the site which have been identified as having special heritage values and if so, please name them?

(a) Yes.
(b) Sunset Hospital was entered in the State Register of Heritage
Places in 1997. The Heritage of Western Australia Act 1990 requires a decision-making authority to refer any action that might affect to a
significant extent a registered place to the Heritage Council for advice prior
to the making of a decision or recommendation, or the grant of an approval,
permission or licence.
(c) A Conservation Management Plan for Sunset Hospital was
prepared in 1995 and updated in 2003. The Plan included an assessment of
the levels of significance of the buildings according to a 5 tier scale which
grades elements from "exceptional significance" to
"intrusive" as specified in the Heritage Council's Guide to
Conservation Management Plans .
The following individual buildings were graded as being of
"considerable significance":
· Building A, Infirmary
· Building E, Laundry and Boiler House
· Building F, Mortuary
· Building G, Two Storey Ward Block
· Building L, Master's Residence
· Building M, Ward Block C and Central Scullery and Cells
· Building P, Hall and Kitchen
· Building Q, Ward Block B
· Building S, Attendant's Block
· Building U, Ward Block A
· Building W, Mt Eliza Bungalow
Building P, Recreation Room was graded as being of 'some
significance".
