In relation to palliative care in Western Australia, I ask -
(1) Is the implementation of the Liverpool Care Pathway for the Dying (LCP) an initiative of the Palliative Services Project Fund?
(2) Is one of the objectives of LCP to empower general health services to provide end of life care?
(3) In how many Western Australia Country Health Service regions is LCP being implemented?
(4) Is there a concurrent evaluation being undertaken on the implementation of LCP?
(5) Is the evaluation being undertaken with State Health Research Advisory Council funding?

(1) Yes.
(2) Yes. The Liverpool Care Pathway for the Dying (LCP) is recognised internationally as a means to transfer the best quality for care of the dying from the hospice movement into other clinical areas, so that wherever the person is dying there will be an equitable standard of care based on the LCP.
(3) Three WA Country Health Service regions - Midwest, Great Southern and Southwest.
(4) Yes. A concurrent evaluation was conducted by Edith Cowan University in 16 hospitals in the three WA Country Health Service regions in 2009-2010. A concurrent evaluation will commence in Fremantle Hospital in September 2011.
(5) Yes. Edith Cowan University received State Health Research Advisory Council (SHRAC) funding to conduct the rural evaluation.
(6) The rural evaluation has been completed. A final SHRAC evaluation report was submitted to the Department of Health on 29 November 2010. The findings of the evaluation which contributed to the evidence base for using the LCP, were submitted for publication in professional journals and were be presented at the Australian Palliative Care Conference 31 Aug - 2 Sept 2011.
