The development of the Institute is progressing steadily, with the process being oversighted by a Steering Committee supported by each of the Partners and through consultation with industry and stakeholder groups. Work has begun to develop a business plan and joint venture agreement for the Institute. The business plan is expected to be presented to the Partners in September 2004. Given the Partners' endorsement of the plan, I expect to be able to put a firm proposal regarding the Institute to Cabinet later this year, with the intention of the joint venture being in place by July 2005. 2) A number of local, interstate and overseas models have been considered, most notably the Guelph Institute in Canada and the Wageningen (pronounced 'Varg-in-en') Institute in the Netherlands. Key Australian models have included the Tasmanian Institute of Agricultural Research in Hobart, the Waite Precinct in Adelaide and the Lions Eye Institute and West Australian Telecommunications Research Institute in Perth. The Steering Committee has also worked closely with the team developing the recently announced Institute of Chemical Sciences. 3) The Institute will be established as an unincorporated joint venture, and will consist of a series of 'centres of scientific (research and teaching) excellence' each having a key industry (e.g. cereal sciences) or discipline (e.g biosecurity) focus. Centres will be established at the main campuses of Curtin, Murdoch, UWA as well as at selected regional Department of Agriculture offices. The nature, shape and location of these Centres is expected to be finalised in the next few months. Metropolitan staff working within the centres will be at each of the three Perth campuses. The new headquarters of the Department of Agriculture is expected to be located adjacent to one of the Institute's major metropolitan area research facilities. staff located at the Department's statewide network of offices and research stations will be integrated with the Institute and will continue to deliver services from these locations.
