875. Ms R. SAFFIOTI to the Minister for
Transport:
I refer to the strategic asset plan
prepared by Main Roads.
(1) Why has this
document now been classified as cabinet-in-confidence, when evidence given to a
parliamentary committee shows that it was not prepared for cabinet and did not
go to cabinet?
(2) Why will the
minister not release this strategic asset plan?

might just pre-empt that question with the answer to the previous one. I actually
have a meeting scheduled with the transport people, believe it or not.
I have had advice on the strategic
asset management plan. I do not have it to hand, but I remember getting advice
on why it could not be released. I do not have that advice at hand, in front of
me. It was legal advice. I would have to go and find out what that advice is,
but there is a reason; otherwise, I would have released it. There is a reason
that strategic asset plans are not released. From memory, I think releasing
strategic asset plans is not a policy of any department. The Treasurer is
nodding. It is part of cabinet confidentiality because it informs the Economic
and Expenditure Reform Committee and cabinet on the future projects of
government. That is the advice I believe I have had. Obviously, I do not have
it with me, but that is the answer.
