Minister for Commerce:
(1) How many full-time equivalents are
currently employed within the local content unit?
(2) What projects is the local content unit
currently working on?
(3) What is the nature of the local content
unit's consultation with industry?
(4) What are the local content unit's
current responsibilities?
(5) What is the total number of staff
involved in local content delivery in the Department of Commerce?

I thank the honourable member for some notice of the
question.
(1) It is 2.8
full-time equivalents.
(2) The
projects are: the industry facilitation and support program—the defence
industry sector and naval build support round and steel certification round; a review
of the Buy Local policy with the State Supply Commission; a review of the implementation
of the Buy Local policy in regional WA; a review of the Building Local industry
policy; managing the Buy Local policy with the State Supply Commission;
managing the Building Local industry policy, including providing advice on and
approval for industry participation plans for state government–funded
projects; membership of local content steering committees for the Wheatstone
and Gorgon projects; the preparation of local content reports; reviewing local
content reports provided under state agreements; cooperation with the
commonwealth government with respect to the Australian Jobs Act 2013; provision
of input to various royalties for regions projects, including infrastructure
upgrade priorities; and the implementation of the Western Australian industry
participation framework.
(3) The local
content unit consults widely with industry, including the membership of local
content steering committees; the Western Australian Chamber of Commerce and
Industry; regional chambers of commerce and industry; peak industry bodies
including the Australian Steel Institute, the Australian Information Industry
Association and the Australian Petroleum Producers and Explorers Association;
small and medium-sized enterprises throughout the state; mining majors including
Rio Tinto, BHP Billiton and Fortescue Metals Group; the Chamber of Minerals and
Energy; and major building and construction proponents supplying to government.
(4) The current
responsibilities are to support local businesses seeking to participate in major
markets including minerals and energy; state, commonwealth and local government
purchasing; and the defence sector and major building and construction
projects. A particular emphasis in recent times has been given to the
enhancement of the competitiveness, capacity and capability of small and
medium-sized enterprises.
(5) As per (1)
above, plus the defence industry team of five full-time equivalents, whose
primary aim is to optimise Western Australia's involvement in the
commonwealth's $89 billion naval shipbuilding programs.
