I refer to the advertisement that appeared on page 91 of the West Australian newspaper on
2 September 2006, for eleven managerial positions in the Office of State Revenue, and I ask -
(1) What is the total estimated annual cost of these positions, including all wage and non-wage remuneration, including but not limited to motor vehicles, superannuation and mobile phones?
(2) Are these new positions or have they replaced existing positions?
(3) If they have replaced existing positions, why?
(4) If they are new positions, what is the rationale for the restructure and the establishment of eleven new managerial positions?
(5) What specific activities will be undertaken in regard to the following roles -
(a) mentoring; and
(b) coaching?

(2) The eleven advertised managerial positions in the Office of State Revenue (OSR) are new positions that replace twelve existing managerial positions. (3)-(4) The eleven advertised managerial positions were part of a restructure of the OSR which was recently undertaken to better align the OSR business structure with its business goals. That restructure also involved the abolition of twelve managerial positions. (5) The advertised positions are each responsible for the development of staff under their control. The mentoring and coaching roles to be undertaken by each of the advertised positions are expected to address the leadership, management and technical capabilities of those staff, as well as aspects of their broader career development. The associated activities will vary from position to position but are likely to include individual performance planning, team building, training needs analysis (including leadership and technical training) and one-on-one feedback sessions. These positions also have key responsibilities in the areas of: · Leading, managing and motivating staff; · Service delivery to customers; · Development of policy options and provision of advice on matters arising from customer or ministerial enquiries; · Strategic, business and operational planning; · Building and managing key relationships; · Formulation and management of budgets, policies and procedures; · Monitoring, evaluating and resolving system and process issues; and · Representing the Commissioner in discussions with external customers.
