I refer to the answer to question on notice No. 4252. I also refer to the Guide to Testing and Tagging Portable Electrical Equipment and Residual Current Devices at Workplaces, published jointly by the WorkSafe division of the Department of Commerce and the Resources Safety division of the Department of Mines and Petroleum (Guide to Testing and Tagging) which states that a competent person should be able to demonstrate that he or she has been issued with a statement of attainment or certificate from the Registered Training Organisation (RTO) that has an identifying number unique to the holder and indicates the registration number of the RTO, and I ask -
(1) Who is responsible for issuing the identifying number unique to the holder referred to in the Guide to Testing and Tagging?
(2) Pursuant to which law or regulation are the RTOs identified in the answer to question on notice No. 4252 required to issue a statement of attainment or certificate that has a unique identifying number as required by the Guide to Testing and Tagging?
(3) Have all of the students deemed competent for ‘Carrying out Testing and Tagging Electrical Equipment’ referred to in the answer to part four of question on notice No. 4252 been issued with a statement of attainment or a certificate that has a unique identifying number?
(4) Have all of the students deemed competent for ‘Carrying out Testing and Tagging Electrical Equipment’ by private training providers (where this activity is not reported to the Department) referred to in the answer to part four of question on notice No. 4252 been issued with a statement of attainment or a certificate that has a unique identifying number?

(1) The Occupational Safety and Health Regulations 1996 do not require a unique identifying number. The reference in the
Guide to Testing and Tagging Portable Electrical Equipment and Residual Current Devices at Workplaces
is incorrect and the document has been updated on the WorkSafe website.
