(2) Not applicable. (3) I have attained a range of professional skills throughout my parliamentary, trade and union career that I bring to the portfolio of small business including in: (a) Negotiation; (b) Leadership; (c) Effective decision making; (d) Research (including conceptual and analytical skills); (e) Strategic planning; (f) Budgeting and financial management; (g) Training; (h) Mentoring; (i) Problem solving; (j) Teamwork; (k) Communication (eg. building effective relationships); and (l) Customer service. (4) I would recommend that this question be directed to the responsible Minister (the Minister for Consumer Protection). (5) Refer to 4. (6) I believe that a major disadvantage to small business of the Workchoices reforms is the complexity of the legislation and regulations. Unlike big business, small business operators do not have the time and resources to absorb the massive amounts of information contained in the reforms. Small business just wants to get on with the job. To date (10 May 2006), there has been little effort by the Federal Government to explain the reforms to small business. (7) Not directly. (8) Not applicable. (9) I refer the Member for Carine to page 1173 - 1174 in the 2006/07 Budget Papers and the section entitled 'Significant Issues and Trends'. This gives a clear indication of a number of current challenges faced by small business. (10) I refer the member for Carine to the Major Initiatives for 2006/07 for small business listed on page 1177 in the 2006/07 budget papers. There will also be other initiatives announced throughout this year. As stated previously, I am committed to creating an environment for small business to prosper. I want to ensure that our programs and services allow small business to benefit from our current economic boom. I also want to ensure that relevant small business programs and services are in place to assist small business should there be a downturn in the economy. (11) Yes. (12) Yes, on the conditions that foreign labourers have the necessary skills required to fill genuine skilled vacancies and that there is no detrimental impact on Western Australian employees. (13) The skills shortage is the major labour problem across a broad range of industries in the South West. As in many other areas of the State, the South West has lost a number of skilled workers to the booming resources sector. In locations such as Margaret River, there are difficulties in retaining tourism and hospitality workers because of the high market rents and a shortage of properties available on the rental market. In tourism related businesses, seasonality is also a major issue of concern. Seasonality can bring a range of challenges to a small business operator including high turnover of staff. (14) No.

(14) No.
