I refer to the Order to City of Subiaco under section 76(1) of the Planning and Development Act 2005 issued on the 14 June 2013, and I ask: (a) what justifications did the City of Subiaco provide to you as to why this amendment shouldn’t be initiated; and (b) for each justification outlined in (a), why did the Minister consider them to not constitute a reasonable justification against the scheme amendment?

(a) The City of Subiaco determined to refuse to initiate the amendment at its Council Meeting on 20 December 2011. A copy of the Minutes which include their justification for refusal are available online via the City of Subiaco website at:
