I refer to the answer to the Question on Notice 6587, and given that the development sites will depend upon the rate of future residential development in Landsdale, I ask:
(a) how is the impact of future development assessed and by whom;
(b) how often is this the impact of future development assessed;
(c) what sources of information are relied upon in assessing the need for additional schools;
(d) what does the Minister consider to be the optimal size of a primary school;
(e) what is the average period for construction of a primary school in the City of Wanneroo;
(f) has there been any allowance made for the construction of either of the planned schools in forward estimates; and
(g) what was the cost of each primary school built in the City of Wanneroo in the last three years?

I am advised by the Department of Education as follows:
(a) The current rate of residential development within selected school local-intake areas is obtained through a survey of housing construction arranged by the Department. The Department uses this information in conjunction with recent enrolment growth at schools to estimate the future enrolment growth.
(b) The survey of residential construction arranged by the Department is undertaken annually.
(c) The following information is used by the Department in assessing the need for the establishment of an additional school in a new residential area: the current enrolments of the existing school; the estimated future enrolment growth at the existing school; the capacity of the existing school; the availability of a site for a new school; and confirmation that a viable number of future houses will exist within the proposed local-intake area of the new school.
(d) The Department does not have an optimal size for a primary school. A new primary school typically opens with about 200-300 students, increases to an enrolment of about 700?800 students over about 10-15 years.
(e) The construction time for a new primary school is approximately 12 months.
(f) An amount of $105.2 million was included in the Department's 2011-12 budget and forward estimates for primary schools to be determined. Schools to be opened in 2014 were recently announced at a total cost of $78.2 million. Schools for 2015 and beyond are yet to be determined.

2009 - Madeley Primary School - $10.5 million.
2010 - Not applicable.
2011 - Spring Hill Primary School (K-2) - $10.6 million.
