❓ Mr. Kobelke asks about the payment of towing and storage costs for vehicles impounded under 'Hoon' legislation, specifically inquiring if owners must pay all contractor costs before release and what costs WA Police covers. The answer confirms owners pay upfront, and WA Police covers costs if the vehicle isn't claimed, later recovering the debt from the offender.

(1) When a vehicle is impounded under the “Hoon” legislation, is it currently the practice to require payment of all the private contractor’s costs for towing and storage of the impounded vehicle prior to the release of that vehicle; and
(a) if no, then why is the vehicle released without the payment of all such costs, as was provided for in the legislation?
(b) if yes, then what costs, arising from an impoundment, are met by Western Australia Police as a part of the impounding and storage process extra to the required prosecution and court costs?
