(1) What checks does Horizon Power make to ensure their network contractors -
(a) are adequately trained in health and safety regulations;
(b) are adequately skilled in the work they are being hired to undertake; and
(c) complete their work properly, and that completed projects are of a proper standard?
(2) What training and/or qualifications are required for Horizon Power to engage a suitable person to perform service connection work?
(3) Is the Minister aware of any occasion where these requirements were not met, yet contractors were still engaged to do the work?

Horizon Power has an authorisation process that requires a contractor to complete an
Application for Authorisation to Work On or Near Horizon Power Networks
form.
Contractors must submit an application for each individual employee who intends to undertake work on or near Horizon Power's networks. Along with each application form, copies of qualifications, licences, authorities and permits must be provided as supporting evidence. Applications must include evidence that the person has attended Blue/White Card Construction Safety Awareness training, is trained in Job Risk Assessments and holds a current First Aid certificate.
Horizon Power assesses the application and supporting documentation and issues a Contractor Authorisation card if the documentation meets approval criteria.
(1c) Horizon Power's Project Flow and Quality Assurance Procedure has been designed using the AS/NZS ISO 9000.2:1998 Quality Management and Quality Assurance Standard.
The procedure outlines the core processes required to manage a project, from preparing work package documentation to project completion, including quality assurance audits performed on a sample basis against Horizon Power's construction standards.
All parcels of work (except emergency repairs) follow the same work processes and work package documentation to ensure the work is completed correctly and consistently across Horizon Power's depots.
The quality assurance audits are designed to ensure that the installation is constructed to the specifications set in contracts, work packages, design information packages and as per Horizon Power's construction manuals.

Horizon Power requires a contractor to be either a qualified linesman who has completed the annual Service Connection Testing training or an electrician who has completed a Horizon Power approved Overhead and Underground Connections course and the annual Service Connection Testing training.
Contractors and Horizon Power employees are required to complete the relevant annual rescue procedures, complete Construction Safety Awareness training and hold a current First Aid certificate.
(3) I am advised by Horizon Power that it is not aware of any instances where appropriate authorisations have not been issued to contractors and such contractors have still been engaged to undertake work on Horizon Power's electricity network.
