171. Hon LYNN MacLAREN to the Minister
for Disability Services:
(1) If
negotiations with the commonwealth are not concluded by 30 June 2016, when the
National Disability Insurance Scheme trial in WA is scheduled to finish, what
provisions will be made for continuity of service provision for the people
taking part in the trial?
(2) Please
describe how the perspectives of Western Australian people with disabilities
are continuing to be sought and included in the government's ongoing
negotiations with the commonwealth about design and governance of the scheme?
(3) If the
ongoing input of Western Australians with disabilities is not being sought and
included in these negotiations, why not?

of the question.
I think this has been the second or
third question on this matter that the member has asked and the question has
changed on a few occasions.
Hon Lynn MacLaren : I have just deleted the reference

news article you hadn't seen.

Hon HELEN MORTON :
(1) The
agreements that underpin the existing trials already commit both the state and
commonwealth to continue to support people within the trials at current levels.
(2) Throughout
the trials, a number of strategies have been employed to ensure that the
experiences of people with disability are heard and included in design and
decision-making around a National Disability Insurance Scheme in WA. These
include independent consumer satisfaction surveys, independent evaluation,
independently facilitated forums and the establishment of governance and
advisory groups.
(3) Not applicable.
The PRESIDENT : Order! To clear up my
confusion, it is important that a question asked, of which some notice has been
given, is asked exactly in that form rather than modified. I am not sure
whether that happened in that instance, but you cannot ask a question in that
form and then decide to stand up and ask a slightly different one.
