I refer to the recent decision by Landgate to outsource the provision of verification of identity statements for self represented parties and I ask: (a) was the Minister consulted on this policy change; (b) on what date was the Minister consulted; (c) did the Minister receive written advice in any form; (d) if yes to (c), will the Minister table the advice, and if not, why not; (e) what is the expected savings of the policy change for the following years: (i) 2017-2018; (ii) 2018-2019; (iii) 2019-2020; and (iv) 2020-2021; (f) how many verification of identity statements has Landgate issued for the first six months of the current financial year; and (g) how many verification of identity statements did Landgate issue in 2016-2017?

(a)-(d) The verification of identity (VOI) policy is a policy of the statutory independent officers being the Registrar of Titles and the Commissioner of Titles appointed under the Transfer of Lands Act 1893. Australia Post has been authorised by the Registrar of Titles to verify the identity of self-represented parties in accordance with the VOI practices. Australia Post have experience in operating similar identity services for other state and federal government agencies.
