Dr. Thomas questions the delay in the whole-of-system plan for the South West Interconnected System, inquiring about the activities of Energy Policy WA and the Department of Energy and Economic Diversification. The Minister confirms a transmission plan was delivered in September 2025 and the next whole-of-system plan is due in September 2027.

South West Interconnected System—Whole-of-system
plan
1261. Hon Dr Steve Thomas to the Leader of the House
representing the Minister for Energy and Decarbonisation:
I refer to the
answer to my question without notice C1439 answered on 9 December 2025 in which
the government said that no draft whole-of-system plan report was submitted to
the government before 30 September 2025.
(1) Did Energy Policy WA and the Department of
Energy and Economic Diversification fail to complete any draft whole-of-system
plan in 2025?
(2) If yes to (1), what on earth have they been
doing since 2023 when the last whole-of-system plan was promised, and how did
they fail to deliver even a draft plan on time?
(3) If no to (1), was the draft plan delivered to
the government in any form?
(4) Given that the last and only whole-of-system
plan to date was released by the government in 2020, will the government now
use a timeframe notice under the impending State Development Bill to ensure the
next one arrives in late 2027?
