555. Ms A. SANDERSON to the Premier:
I refer to the McGowan Labor
government building the Morley–Ellenbrook rail line, and to delivering
world-class transport to the people in my electorate who were betrayed by the
Liberal–National government.
(1) Can the
Premier advise the house how this project will improve access to jobs and
employment for workers in the north-eastern suburbs?
(2) Can the
Premier outline to the house how this government will deliver unprecedented
opportunities for Western Australian workers and businesses to benefit from
this project?

I thank the member for Morley for
the question.
(1)–(2) It is true: the people of Morley
and Ellenbrook and the suburbs in between were let down for eight and a half
years by the last Liberal–National government in relation to this
railway. It was promised by the Liberals and Nationals prior to their election
to office in 2008, and that promise was broken. It was promised a number of
times during the course of that government, and each and every time that
promise was broken. It was a bit like MAX light rail, which inner city members
might remember. I actually remember journalists saying to me that they would
vote for the then government on the basis of MAX light rail, but it is still
not there.
�The Minister
for Transport, the member for Morley, other MPs and I announced on the weekend
the route for the Morley–Ellenbrook line. Some very comprehensive work
has gone into assessing that and a whole range
of options were examined and refined, with a number of stations between
Bayswater and Ellenbrook . I am sure that this is much appreciated by the
people of those communities. There will be stations along the way, particularly
in areas like Noranda, Morley, Bayswater, Ellenbrook, Malaga and Whiteman Park.
There will be stations along the way and that will allow the residents of those
areas to halve their travel time getting to the city. It will connect those
residents to employment hubs and increase job prospects and opportunities for
those workers. It is a bit like the Mandurah rail line. Hon Alannah MacTiernan
went through another battle there against the
Liberals and Nationals. I am not sure if any of them are here now; maybe
the member for South Perth is the last of the Mohicans when it comes to
Mandurah rail! He was out there, fighting the fight against the railway to his
electorate! It is a bit like that fight that the Liberal Party ran.
We are going to build the Ellenbrook
railway to support the people of the north-eastern suburbs. It will create thousands of jobs. We are going to maximise
local content. Under the Western Australian Jobs Act , those who want to
build the project have to demonstrate how many Western Australian workers and
apprentices will be employed and how many Western Australian businesses and
suppliers will secure work from this massive construction project. We are
implementing our policy that will ensure that at least 50 per cent of railcars
will be manufactured in Western Australia, supporting Western Australian
workers and businesses. Of course, this railway is part of the restoration of
confidence in the Western Australian economy. I will quote Sandra Brewer—I
like quoting Sandra Brewer. She said recently —
Confidence in the WA Government has
climbed to the highest level in six years suggesting prudent financial
management of the State Budget and progress on significant infrastructure
investments, are having an impact.
The
Property Council of Australia has endorsed our strategy, but the fact of the
matter is that the Morley– Ellenbrook rail is a long-awaited
project. This Labor government is doing it. We are righting a wrong of the
Liberal Party in Western Australia.
