I have a supplementary question.
Given that the minister has said that the port will reach capacity by about
2023, when will the government start construction of the container wharf for
the outer harbour?

That is a totally different question
but I do appreciate it. I would struggle to say that that was a supplementary
question, but I have never said the port would reach capacity by 2023.

SPEAKER : Listen. You asked a question, let the minister answer. I am not
going to argue; just answer the question.
Mr D.C. NALDER :
Certainly, Mr Speaker. We said that after the remodelling of the port that is
going on, it would be viable to at least 2030 and beyond. As I said, we are
looking at ways of increasing the capacity through it. It will be some time. We
said that if we were to start work on the outer harbour yesterday, we would say
it would take a minimum of three to four years to conduct the environmental
approvals and another six to seven years beyond that before the first container
was transferred through the outer harbour. There is a 10 or 11-year time frame,
but we know that we have more than that amount of time up our sleeve for the
outer harbour.
