CITY LINK AND ELIZABETH QUAY — TENDERS
593. Hon SUE ELLERY to the minister representing the
Minister for Planning:
I note at the outset
that four questions were lodged by the opposition today to the Premier. We have
been advised that there are no answers available to any of them because the
Premier is too busy.
For each of the City
Link and Elizabeth Quay projects —
(1) Have tenders been
advertised for the sale or lease of land; and, if yes, when do these tenders
close?
(2) If no to (1),
when will tenders be advertised?
(3) When does the
government intend to announce the successful tenderers?

In response to the
early part of that question, I understand that the Premier has been tied up all
day handling legislation in the other place.
The Minister for
Planning provided the following response —
(1) Land in the Perth City Link project was
released for sale on 1 September 2011 through the expression of interest
process. Expressions of interest closed on 10 November 2011. The EOI process
for the first two development sites—sites 9 and 10 at Elizabeth Quay—was
launched on 6 September 2012. Expressions of interest close on 25 October 2012.
In addition, advertisements were placed in The West Australian between
22 and 29 August 2012 seeking expressions of interest for new leasing
opportunities at Barrack Square.
(2) Not applicable.
(3) In July 2012 a consortium comprising
Leighton Properties and Mirvac Group was announced as the frontrunner to
develop Perth City Link. The consortium submitted a detailed proposal to the
Metropolitan Redevelopment Authority in late August 2012 and the evaluation and
negotiation process is expected to continue until early 2013.
Following closure of the expressions of interest for sites 9 and 10 at
Elizabeth Quay, a shortlist of suitably credentialed proponents will be invited
to submit detailed proposals. It is expected that the successful proponents
will be announced in mid-2013.
