The Minister for Environment has provided the following response.
(1) Yes in relation to dark smoke only. The Pluto Liquefied Natural Gas (LNG) Project is licensed under Part V of
Environmental Protection Act 1986
by the Department of Environment Regulation (DER) and is required to monitor dark smoke emissions and volumes of hydrocarbons flared and provide results quarterly and in an Annual Environmental Report to DER. There is no requirement for Woodside to report flare CO2e tonnages to DER.
(2)  No reports are available to date. Pluto's first quarterly report to DER is not expected until October 2013. This report will cover a summary of upset conditions of the LNG plant with actual or expected dark smoke emissions in excess of the target. However, DER can advise that none have occurred in the reporting period to date.
(3) LNG production was first achieved during the commissioning phase under the works approval on 29 April 2012.
(4)  The first LNG cargo departed site during the commissioning phase on 12 May 2012.
(5)  Yes.
(6)  Not applicable.
(7)  The Pluto operational licence commenced on 1 August 2013 for gas production and refining, electric power, liquid waste facility and sewage facility.
