A parliamentary question probes the Premier about the Member for Perth's alleged involvement in a 2001 decision regarding Lacey's brothel and a Town of Vincent council matter, questioning his suitability as Chairman of the Joint Standing Committee on the Corruption and Crime Commission. The Premier dismisses the questions as hypothetical and lacking evidence.

MEMBER FOR PERTH - TOWN OF VINCENT AND LACEY’S BROTHEL
Before I ask my question without notice to the Premier, I acknowledge the presence in the public gallery today of a fine body of year 5 students from Bunbury Cathedral Grammar School and their teacher Beth Herbert who made the trip to Perth from Bunbury today. My question is as follows - (1) Is the Premier aware that the National Crime Authority and the Corruption and Crime Commission were involved in an investigation that included allegations surrounding David Drewett, the then Town of Vincent deputy mayor, in relation to the council’s decision not to support a staff recommendation that $10 000 be used to mount a legal action to close Lacey’s brothel in 2001? (2) Has the Premier asked the member for Perth whether he was involved in any way with Councillor Drewett’s actions to stop the Town of Vincent on 27 February 2001 from taking action to close Lacey’s brothel? (3) If these matters are currently being investigated by the Corruption and Crime Commission, does the Premier concede that the member for Perth’s capacity to act in the role of Chairman of the Joint Standing Committee on the Corruption and Crime Commission will be severely compromised? Mr A.J. CARPENTER

(1)-(3) There are so many hypotheticals in that question - if, if. If my uncle were my auntie, he would probably wear different underwear! There are so many ifs. What a bizarre question - if. I can tell the member something about Lacey Street: I used to live there. Mr T. Buswell : No, Lacey’s brothel. Mr A.J. CARPENTER : I am assuming it is down Lacey Street, East Perth. Is it? Mr T. Buswell : No. Ask the member for Geraldton; he knows all about it. It is just up the road from the Christian Outreach Centre that you shut down. Mr A.J. CARPENTER : There we go. That is unfortunate, or maybe it is fortunate. I used to live at 7 Lacey Street, East Perth. I thought I was close to the action. If my uncle was my auntie! I am not aware of National Crime Authority investigations. I do not have a hotline to or from the National Crime Authority. The National Crime Authority is not one of those regular callers to 19 Sergeant Road, Melville. It is not one of those organisations that infrequently, but occasionally, asks me to intervene in all sorts of government processes. When David Drewett made his decision as deputy mayor, I assume that he would have been part of a group of councillors, and I assume that the other councillors would have had some sort of vote on the matter. Perhaps the Deputy Leader of the Opposition can take his query to the council of the Town of Vincent and ask all those councillors who voted on it whether they were acting improperly or corruptly on the basis that they sat next to Councillor Drewett, that they knew him and so on. I have absolutely zero knowledge of this issue. Mr T. Buswell : Will you at least find out? Mr A.J. CARPENTER : Does the Deputy Leader of the Opposition want me to ring the National Crime Authority and ask it? I have heard today absolutely no evidence, I have been given no facts, and no matter has been put to the Parliament that would cause me to question the role that the member for Perth has played. This is question time. The opposition is firing its best shots, is it not? It should be firing its best shots; it is question time. If it is not, I will give it a little tutorial later. The opposition should fire its best shots at question time. So far it is just popgun stuff; there is nothing in it. Mr T. Buswell : Popgun? Mr A.J. CARPENTER : Yes, popgun stuff. Mr R.F. Johnson : Is the member for Perth a rising star also? Mr A.J. CARPENTER : I do not know, but I have a feeling that somebody at The West Australian newspaper might have called Paul Afkos a rising star of the Liberal Party at one stage. Mr T. Buswell : Paul Afkos was stood down when the allegations were made. Mr A.J. CARPENTER : Was the situation with Paul Afkos analogous to the situation with David Drewett? Several members interjected. The SPEAKER : Order, members! Mr A.J. CARPENTER : It has been a bad week for the Liberal Party. Mr T. Buswell : Has it? Mr A.J. CARPENTER : It has been. As far as I am aware, members on this side have made zero comment about the situation publicly. However, what the opposition is doing today is a demonstration of just how bad a week it has had.
