(1) Were forklift operators in Western Australia who held privately issued forklift tickets issued before 1 January 2005 informed by WorkSafe about occupational health and safety changes, wherein their forklift ticket had to be converted to a high risk WorkSafe Ticket by 30
June 2011; and
(a) if yes, how was this information passed on to forklift operators throughout the State; and
(b) if no, why not; and
(2) does WorkSafe have any data in relation to forklift operators' names and workplaces, who were issued privately issued forklift tickets before January 2005; and
(a) if no, why not; and
(b) if yes, did all forklift operators on this data system receive direct information from WorkSafe in regards to the changes; and
(i) if yes, how was this information provided to those forklift operators on this data system; and
(ii) if no, why not?

(1) Yes.
(a) With approval of the then Minister for Consumer and Employment Protection, the Occupational Safety and Health Regulations 1996 introducing the requirements for high risk work licences were Gazetted in August 2007. Since this time, an extensive range of activities has been undertaken to inform people about the need to convert to high risk work licences.
These activities have included media releases; metropolitan and regional press and radio advertising campaigns; liaison with unions, occupational safety and health organisations, employer and industry associations which involved letters, emails and the distribution of fact sheets and brochures; targeted communications directed at large companies undertaking high risk work and trainers and assessors in high risk areas; and extensive information provided on WorkSafe's website and by WorkSafe inspectors. These activities have been aimed at workplaces involving high risk work generally and not directed at any particular group. The initial information campaign was endorsed by the tripartite Commission for Occupational Safety and Health.
(b) Not applicable.

(a) The OSH regulations of the day did not require that WorkSafe be provided with the contact details for those who had received privately issued forklift tickets.
