I refer to the new Midland Health Campus, and the clinic to be built that will undertake the procedures SJOG refuse to administer such as vasectomies and abortions, and I ask: (a) how much is the clinic expected to cost to: (i) construct; and (ii) operate on a recurrent basis; (b) how many procedures are anticipated to be scheduled there per year; (c) has there been any investigation if these procedures can be scheduled at other existing hospitals within the region, such as Kalamunda: (i) if yes, what is the cost for this option; and (ii) if not, why not; and (d) will the clinic open at the same time as the Midland Health Campus?

(a)(i) The cost of construction is yet to be determined and will be based on the full scope of the services to be provided. The construction cost will be borne by the private provider/operator, not WA Health.
(ii) The costs to WA Health will be dependent upon the volume of public services contracted to be provided by the operator. The pricing model will be a volume multiplied by weighted cost per service calculation, consistent with principles of Activity Based Funding.
Historical patient treatment levels at Swan District Hospital in relation to procedures not performed by St John of God Health Care indicate approximately 250 patient treatments per annum. The estimated total cost of these procedures is $350,000 per annum.
(b) The volume of services will be dependent upon both the WA Health contracted volumes and any other patient treatment/procedures the operator may wish to provide in a private capacity (yet to be determined). In relation to the volume of services anticipated to be purchased/contracted by WA Health, please refer to the answer to (a)(ii) above.
(c) Yes.
(i) The recurrent costs to WA Health of providing for these services at Kalamunda would not differ materially from those quoted above (estimated at $350,000 per annum) as the funding models are essentially the same. However, if Kalamunda Hospital were to be used for this purpose, it is anticipated there would be capital costs (estimated to be in the order of $1m) that would need to be borne by WA Health to enable improvements needed for the use of the hospital's operating theatre for this purpose.
(ii) Not applicable.
(d) It is expected that the services will be operational at the same time as the Midland Health Campus.
