GORGON GAS PROJECT —
CHEVRON PROCESSING FACILITY
849. Mr R.S. LOVE to the Premier:
Before I ask my question, I offer my
condolences on behalf of the National Party to the Minister for Tourism and his
family on the loss of his mother.
I refer to an article in The West
Australian of 17 October outlining the government's decision to
allow Chevron to escape its obligations, for now, for its carbon capture and
storage project. Can the Premier confirm that Chevron is in breach of
conditions of its operations to sequester 80 per cent of carbon dioxide
emissions from Gorgon's offshore
fields; and, if so, what other methods will the government consider for the
offset of up to 7.8 million tonnes of CO 2 being released into
the atmosphere?

I am aware of two things in regard
to this. Firstly, back in 2012 or thereabouts, the last Liberal–National
government gave Chevron an exemption from its greenhouse offset obligations.
This was when the Liberals and Nationals were in power—that occurred
when you were in power. Back in 2006, when I was environment minister, I made a
condition on the approval of the Gorgon project that there be a carbon capture
and storage facility constructed on Barrow Island and that there be an
injection program. As I understand it, that injection program is proceeding and
Chevron is working on ways to make sure that that occurs. We look forward to
that being completed successfully. I urge the National Party to do a bit of
research into its own history, because I think the member will find that the
Nationals' own history in that regard was very different from what he
is making out in his question.
