I thank the member for some notice of this question. This question is very similar to a question that I asked Hon Norman Moore when he was Minister for Employment and Training, from memory. However, I am happy to provide the response. Part 7 of the Vocational Education and Training Act 1996 has not been proclaimed due to industry opposition, as was the case when the previous coalition government did not proclaim it.
