The minister will be aware that yesterday I asked a question about a contract to construct a 20-metre fisheries patrol boat which was awarded to an unknown company at a price differential of approximately $472 094 or 20 per cent above the price tendered by a well-established and reputable Western Australian shipbuilding company. I trust that overnight the minister was briefed on the matter - (1) Can the minister tell the House who owns Western Boat Builders? (2) How long has it been in business? (3) How many tenders were received for the construction of this vessel? I know that I asked a question yesterday that is on notice, and no doubt the answer will come in due course, but these are different questions. However, the minister’s briefing may have covered them. Hon TOM STEPHENS

I thank the member for that question. As a prelude to the main part of the answer, over a 12-month period the Department of Contract and Management Services let some 600 contracts as part of 64 common-use arrangements with a total annual value of nearly $771 million. They were awarded to about 190 specific agencies for goods and services contracts, largely for other state government agencies, plus some local government and federal agencies valued at some $200 million. They were awarded by 530 separate contracts to consultants and contractors associated with the non-residential capital works program with a value of over $360 million. Hon N.F. Moore: Why don’t you make a ministerial statement? Hon TOM STEPHENS: This is to help the member. The PRESIDENT: Order. I hope the minister is getting to the answer. Hon TOM STEPHENS: I am, and it is important for the member to understand that a large volume of contracts is dealt with inside government and sometimes - Hon George Cash: I could have saved you time because I am aware of that! Hon TOM STEPHENS: I know that but it is important to understand that when the honourable member asked a question like that yesterday relating to a contract such as the one mentioned yesterday - particularly when it involves another agency, in this case, Fisheries - it is most unlikely that it will have been drawn to my attention at the time the question was asked. It was not drawn to my attention and it was not appropriate for it be drawn to my attention. I am now taking the opportunity of making sure that I am able to advise the members as follows - Hon George Cash: Is this the answer to today’s question or yesterday’s question? Hon TOM STEPHENS: This is the answer to today’s question, which tells the member a little about the company and the contract. Presumably we are dealing with contract 121899 for the design and construction of a 20-metre patrol vessel on behalf of Fisheries Western Australia. In answer to the details about that contract - (1) Western Boat Builders was formally known as Geraldton Boat Builders. (2) I have been advised that it is a Western Australian company founded in 1984. The company owns and operates modern shipbuilding facilities located in Geraldton and the proposed vessel will be built on this site. Western Boat Builders has over 16 years experience in building boats of similar construction and have built 15 in total. These include vessels for Fisheries Western Australia, the Western Australia Police Service, the Royal Australian Navy, the Australian Special Air Services Regiment, the Tasmanian Police Force, the Victorian fisheries department and the Lakes Entrance ocean rescue. (3) Based on the evaluation panel’s assignment, the offer from Western Boat Builders represented the highest rated assessment against the qualitative selection criteria and demonstrated the best value for money. Western Boat Builders’ conforming offer was the only vessel proposed that would meet the operational requirements of Fisheries WA. I have more detail that would no doubt help Hon George Cash, but I could perhaps write a letter to the member.

Hon George Cash: Is this the answer to today’s question or yesterday’s question? Hon TOM STEPHENS: This is the answer to today’s question, which tells the member a little about the company and the contract. Presumably we are dealing with contract 121899 for the design and construction of a 20-metre patrol vessel on behalf of Fisheries Western Australia. In answer to the details about that contract - (1) Western Boat Builders was formally known as Geraldton Boat Builders. (2) I have been advised that it is a Western Australian company founded in 1984. The company owns and operates modern shipbuilding facilities located in Geraldton and the proposed vessel will be built on this site. (1) Can the minister tell the House who owns Western Boat Builders? (2) How long has it been in business? (3) How many tenders were received for the construction of this vessel? I know that I asked a question yesterday that is on notice, and no doubt the answer will come in due course, but these are different questions. However, the minister’s briefing may have covered them. Hon TOM STEPHENS replied: I thank the member for that question.
