ESPERANCE LEAD POLLUTION - REGULATORY AND LICENCE CONDITIONS
I refer to the Esperance lead issue. (1) Will the minister table the Environmental Protection Authority’s report showing the assessment and recommendations for the export of lead through the port of Esperance; and, if not, why not? (2) Will the minister table all regulatory and licence conditions required by the Department of Environment and Conservation of the port of Esperance regarding the export of lead concentrate; and, if not, why not? (3) Will the minister table all regulatory and licence conditions required by the Department of Environment and Conservation relating to the handling and export of lead concentrate by Magellan Metals Pty Ltd through the port of Esperance; and, if not, why not? (4) If this information cannot be provided pending the tabling of the committee’s report, can it be provided after the committee’s report is handed down tomorrow? Hon SALLY TALBOT

I seek leave to table copies of the following documents: the Environmental Protection Authority’s report and recommendations for the proposed Magellan lead carbonate project, bulletin 996; the implementation statement and conditions issued pursuant to the provisions of the Environmental Protection Act 1986 for the Magellan lead carbonate project, statement 000559; the approval issued pursuant to section 45C of the Environmental Protection Act 1986 to vary the Magellan lead carbonate project, statement 000559, dated 29 December 2004; licence 5099 and conditions issued by the Department of Environment and Conservation to the Esperance Port Authority under the Environmental Protection Act 1986 dated 28 September 2006; and the prevention notice issued by DEC under section 73A of the Environmental Protection Act 1986 - DEC No 4 of 2007 - dated 15 March 2007. As a result of the prevention notice, the Esperance Port Authority has not been permitted to receive or export lead concentrate since 15 March 2007. [See paper 3006.]
