APPROVALS SYSTEMS — LEAD AGENCY FRAMEWORK
I refer to the recent media statement released on Friday, 16 October 2009 entitled “Liberal-National Government to Revolutionise Approvals Systems”, and particularly the so-called lead agency framework. (1) Will the four agencies mentioned in the media statement be given extra resources to undertake these roles? (2) If no to (1), how will the agencies be structured to carry out these roles? (3) If yes to (1), in what form will the extra resources be delivered to these agencies? Hon NORMAN MOORE

I thank the member for some notice of this question. (1) No additional resources will be allocated to departments to take specific responsibility for proposals that fall within their respective portfolios. (2) The lead agency framework clarifies the responsibilities and accountabilities assigned to agencies and departments involved in Western Australia’s approvals processes. I have pleasure in tabling the lead agency guidance note that sets out how this framework will assist proponents to navigate the approvals process. (3) Not applicable. [See paper 1548.]
