(1) Do volunteers currently have to pay for their own accommodation and if not, how have they been funded in the past?
(2) Will volunteers have to pay for their own accommodation in the future?
(3) If volunteers have to pay for accommodation in the future, will there be any alternative avenues to recover costs?

(2) Yes. (3) Volunteers are entitled to apply for grants for environmental works which could be applied to the cost of accommodation.
