The recent Cabinet approved definition of boards and committees is "those entities that have one or more external members who receive remuneration for their services (other than reimbursements or travel). The term 'external members' excludes anyone on the public payroll, all State Commonwealth and local government employees, current and retired judicial officers and employees of public academic institutions".
