CARNARVON FASCINE
677. Ms M. BEARD to the Minister for Transport:
I refer to the project time line of
the Carnarvon fascine waterway as published on the Department of Transport's
website, which sets out a permanent solution that will be completed by the end
of 2023.
(1) Given that
department staff told concerned locals last month, at an information session,
that none of the four options investigated are considered feasible, will the
fascine in fact be open by the end of 2023?
(2) Can the
minister confirm that her department considers Carnarvon and its rate base too
small to justify any of these options
presented; and, if so, will the minister review the memorandum of understanding
from around 1995 between the state and the Shire of Carnarvon?

(1)–(2) The
answer to the second question is no. But in relation to the fascine, it is a challenging
little project, as all governments have experienced. But we have dedicated over
$7 million to the project. More recently, I was
in Carnarvon to open the over 20 new boat pens, and we have seen the relocation
of 14 boats from the fascine to the
little harbour there, so we are assisting boat owners in the area to have
access to the waterways.
The issue of the fascine has taken a lot
of time and a lot of effort from the agency. We have done a number of different
studies to see what the best solution is to having all-weather access. We have
gone through a lot of marine engineering studies to see what would be the best
option. We are nearly at the final stage of making some further announcements.
The agency has been up there, working very closely with the community, to find what is the best solution to
make sure that we can help the Carnarvon community have access to the
waterways. Like I said, we have already opened the boat pens, which have helped
facilitate existing boat owners have permanent access to the waterways.
