SUICIDE AND SELF-HARM
1441. Hon Dr BRAD PETTITT to the minister representing the
Minister for Corrective Services:
I refer to youth detention.
(1) How many times this month has a
detainee needed resuscitation after a suicide attempt at unit 18?
(2) How many
detainees are there at unit 18 today and how many of these detainees are on the
at-risk management system, ARMS?
(3) Are there any perspex or
glass-fronted observation cells at unit 18 presently?
(4) Can the
Department of Justice say with absolute certainty that there are no hanging
points inside any cell in Banksia Hill Detention Centre or unit 18?
(5) Can the
Department of Justice say with absolute certainty that there are no remaining
ligature points at either youth facility?

I thank the honourable member for
some notice of the question. The Department of Justice advises the following.
(1) Nil.
(2) As at 12 November 2024, 10
young people are housed at unit 18. Eight are currently on ARMS.
(3) Nil. Eight doors are due to be
installed by the end of the year.
(4)–(5) All cells are fully ligature minimised. A fully
ligature-minimised cell does not mean that the cell is absolutely ligature proof, which is known to be not
achievable. Designation of a cell as being fully ligature minimised indicates that it has been assessed against an extensive list of potential
ligature points and treatments have been applied to remove or mitigate them to
an absolute practical level of achievability.
