GOODS AND SERVICES TAX — STATE SHARE
838. Ms R. SAFFIOTI to the Treasurer:
I refer to former Treasurer
Christian Porter's comments in February 2012 that over the next four
years Western Australia will lose $12.3 billion of GST revenue that is
rightfully owned by the people of the state because of the federal Labor
government. I now compare that to the Treasurer's budget papers that
show that under the current federal Liberal government, WA will lose $15.4 billion
over the next four years.
(1) What is the
Treasurer's acceptable return of GST to this state—is it a 75
per cent floor or a 50 per cent floor?
(2) What is the minimum amount that the
Treasurer is demanding from the federal Treasurer?

thank the member for the question. I wish she had stood up when the debate was
on last year. Members opposite were quiet. In fact, they were working with
their mates on the eastern seaboard to inhibit us from getting an additional
share. I am glad they finally woke up to it. The member has been as quiet as a
mouse.

SPEAKER : Members!
Dr
M.D. NAHAN : Quite clearly, my aim is to get full equal per capita share of
GST. That is what we repeatedly stated from the start. Our aim is to get a 100
per cent share of GST. The real issue is how we get there. We do not get there
by working with the Labor Party's federal mates undermining the case
that we put forward. That is what they did. They said we could not do anything
and that we would not achieve anything. They said it was impossible and they
questioned the methodology. We did it; we achieved an extra $500 million. If we
had relied on the Labor Party, we would have got zero. We have a real task
ahead of us and our aim is to get full per capita share. I might add that
during the debate at that time, the federal Labor Party made it quite clear —

M.D. NAHAN : At the time, the Labor leader, Bill Shorten, said that there
would be no changes to the distribution of GST and there should be and will not
be a distribution to Western Australia. When they heard we were going to do it,
Alannah MacTiernan brought him over here and gave him a few hundred. We are
leading the charge and the aim is to get full per capita share.

D.J. Kelly : Dad's Army is coming over the hill.
Dr M.D. NAHAN : Yes, we are going to
send the missos army over there. They will do really well. I bet they will
really listen to the member. Here they come—the missos army is here!

M.D. NAHAN : The new federal Treasurer has indicated that he has full
support for changing the distribution of GST. He was instrumental in us getting
our $500 million last year, and we will work closely with him. We have to
convince our colleagues in South Australia and Tasmania—the Labor
states—to change but at least we are trying.
