(1) The Government is implementing the Perth Air Quality Management Plan, working with local government, industry and the community to reduce emissions from key sources, including vehicles and domestic wood heaters. The Government is currently discussing the development of local air quality management plans with several local government authorities in the metropolitan area. Progress with these plans is linked with the Health Act 1911 amendments below. (2) The Government is implementing a number of programs to deal with the wood smoke issue, including: · Amending the Health Act 1911 to provide enhanced powers for local government to resolve domestic smoke complaints. The amendments are to be addressed by Parliament during the spring sitting. · Formation of a working group to develop procedures and policies for addressing domestic smoke nuisance following amendment of the Health Act 1911 . · Implementation of Winter Haze Campaign that includes issuing ‘Winter Haze Alerts’, educating the community on the correct operation of wood heaters, introduction of a wood heater installers training program and a targeted program educating the public on correct operation and maintenance of wood heaters, in partnership with local government. · Continued enforcement of the provisions of the Environmental Protection (Domestic Solid Fuel Burning Appliances and Firewood Supply) Regulations 1998 which prohibit the sale of non Australian Standard (AS4013) compliant domestic solid fuel heating appliances, limit the moisture content of firewood sold to the public to less than 20 percent and prohibit the sale of firewood that is painted or chemically treated. · Scoping of a wood heater replacement program, similar to the ‘Clean Air Melville’ campaign conducted two winters ago, has commenced. · Conducting a study of all heating sources to determine their lifetime emissions and energy efficiency, in order to promote the most energy efficient and least polluting forms of heating, including developing incentive programs to encourage their use.
