In relation to Dr Richard Lugg, the Chairman of the Fluoridation of Public Water Supplies Advisory Committee, and in view of section 5 of the Fluoridation of Public Water Supplies Act 1966, I ask: (a) what is the statutory basis for Dr Lugg's claim that he is the Chairman of the Fluoridation of Public Water Supplies Advisory Committee; and (b) what is the statutory basis of the "instrument of delegation" by virtue of which Dr Lugg, according to evidence he gave to the Legislative Assembly's Education and Health Standing Committee on 9 May 2018, performs the functions of the Chairman of the Fluoridation of Public Supplies Advisory Committee?
