483. Hon SUE ELLERY to the Leader of the House
representing the Premier:
I refer to the Premier's
answer to question without notice 433, asked on 12 May 2016, concerning the
Minister for Housing's approval of an exclusive multimillion-dollar
deal in Byford between ABN Group and the Housing Authority.
(1) Is the
Premier aware that this deal is not related to the selection of ABN Group on a panel
of builders as part of the government's social housing investment
package?
(2) Is the
Premier aware that this is a separate, exclusive development deal negotiated
after approaches from ABN to the Housing Authority and personally endorsed by
the Minister for Housing himself on 12 April this year?
(3) How does the
minister's consent to the multimillion-dollar Byford deal not amount to
a breach of the Ministerial Code of Conduct?
(4) If the
Premier believes that the minister managed any perceived conflict of interest
when he consented to the multimillion-dollar deal, could the Premier outline
how the minister did so?

(1)–(4) All
negotiations regarding the development were between the Housing Authority and
the ABN Group and subsequently endorsed by the Housing Authority's
internal governance mechanisms. The Minister for Housing was not involved in
the identification of the opportunity, the assessment of the proposal or the
recommendation to proceed.
