INSURANCE SCHEME — TREASURY GREEN PAPER
341. Dr A.D. BUTI to the Treasurer:
I refer to the answer given on
behalf of the Treasurer in the other house yesterday, in which he said that the
Insurance Commission of WA's costing of the no-fault compulsory third
party insurance scheme is only for the care of people catastrophically injured
in a crash.
(1) Can the
Treasurer confirm that there will be no cost shifting from the Disability
Services Commission onto motorists when he introduces the no-fault CTP scheme?
(2) Can the
Treasurer confirm whether he asked Treasury and/or ICWA to investigate cost
shifting from the Disability Services Commission to ICWA for a no-fault CTP
scheme?
(3) Will the
Treasurer guarantee there will be no cost shifting, double dipping or extra
taxes on motorists when his no-fault CTP scheme is introduced?

I thank the member for the question. We have made no announcement on the
no-fault program. We have done a lot of work on it. We have had an extensive
consultation process and a green paper—over 3 000 people made
submissions on it—and we will make a decision about it in the budget
and the details will be —
