I refer to the Bindoon Bypass project and the
Department of Transport and Main Roads WA’s interactions with the affected developer,
Parkwood Properties Pty Ltd who to date, has not been contacted regarding land
acquisition, despite the announcement of the proposed bypass route in 2017,
and I ask: (a) When will (or did) Main Roads WA submit complete environmental documentation for approval under the WA Environmental Protection Act and the Commonwealth Environmental Protection and Biodiversity Conservation Act; (b) When does Main Roads WA expect to receive the necessary environmental approvals? If the approvals have been obtained, what is the date of the approval documents; (c) Is construction of the project permitted to begin without first obtaining the aforementioned approvals; (d) When will Main Roads WA commence proceedings for acquisition of land from Parkwood Properties Pty Ltd for the respective section of the Bindoon Bypass project; (e) Is the Minister prepared to instruct Main Roads WA to bring forward and prioritise engaging with Parkwood Properties Pty Ltd regarding acquisition; and (f) If yes, when can Parkwood Properties Pty Ltd expect to be contacted by Main Roads WA regarding acquisition. If not, why not?

(a) Main Roads referred the Bindoon Bypass – Southern Section to the WA Environmental Protection Authority (EPA) and Commonwealth Department of the Environment and Energy (DoEE) Regulators on 31 August 2018.
Main Roads advises that there were gaps in areas of the survey due to two Landholders refusing to allow access. Parkwood Properties Pty Ltd is one of the two landholders. The Regulatory agencies require these gaps in the survey area to be addressed. As a result, there have been changes made and referrals are required to be resubmitted to both agencies.
(b) The environmental impact assessment process for the Bindoon Bypass – Southern Section, is expected to be completed by December 2020.

(d) The timeframe to commence acquisition for the remaining properties on the Bindoon Bypass has not been determined.

(f) Parkwood Properties Pty Ltd can expect to be contacted by Main Roads regarding acquisition once a schedule and prioritisation of land acquisition is determined across the whole Bindoon Bypass, as per standard land acquisition processes.
