(b) as from 28 February 2002, where are all polychlorinated biphenlys being treated and by whom, what treatment is being applied and who pays for this treatment; (c) as from 30 June 2002, where will chlorinated pesticides be treated and by whom, what treatment will be applied and who will pay for this treatment; (d) as from 30 June 2002, where will acids and bases, free cyanide and hexavalent chromium (Group F hazardous wastes) be treated and by whom, what treatment will be applied and who will pay for this treatment; and (e) as from 30 June 2002, where will the remainder of Western Australia's hazardous liquid wastes be treated and by whom, what treatment will be applied and who will pay for this treatment?

The costs associated with the management of this waste are the responsibility of the waste producer. b) Polychlorinated biphenlys (PCBs) are not able to be treated in Western Australia and as such require treatment interstate. The repackaging and transport of these wastes will be managed by a number of waste management companies including Toxfree Solutions, Kwinana and ERS Maddington. Cleanaway and other waste management companies may use waste producers facilities and/or licensed dangerous goods storage facilities for repackaging and temporary storage prior to transport interstate. Polychlorinated biphenlys (PCBs) contaminated soils are able to be thermally desorbed at Tox Free Solutions, Kwinana. The concentrated oil is transported interstate. The costs associated with the management of this waste are the responsibility of the waste producer. c) Chlorinated pesticides are not able to be treated in Western Australia and as such require treatment interstate. As from 30 June 2002, the repackaging and transport interstate of chlorinated pesticides, will be managed by a number of waste management companies including Tox Free Solutions, Kwinana, and ERS, Maddington. Cleanaway and other waste management companies may use waste producers facilities and/or licensed dangerous goods storage facilities for repackaging and temporary storage prior to transport interstate. Soils contaminated with chlorinated pesticides can be thermally desorbed to remove the pesticides from the soil. Concentrated contaminants recovered during desorption are also transported to the eastern states for destruction. The costs associated with the management of this waste are the responsibility of the waste producer. d) The management of Group F wastes (acids and bases outside the pH range of 2 – 12.5, free cyanide and hexavalent chromium) require pre-treatment by the waste producer before transport to comply with the Liquid Waste Regulations. This involves neutralising the wastes to render them non-hazardous and so acceptable for treatment at the Brookdale Liquid Waste Treatment Facility. They are also able to be treated at Western Resource Recovery, Kalgoorlie. In accordance with previous approvals for the Brookdale Liquid Waste Treatment Facility, Cleanaway will be permitted to use up to 45 kL of acids and 45kL of bases outside the pH range of 2 – 12.5 as reagents for treatment processes undertaken at the site. The costs associated with the management of this waste are the responsibility of the waste producer. e) The management of hazardous waste in Western Australia will be undertaken by a number of waste management companies including Toxfree Solutions, Kwinana; ERS Maddington and Western Resource Recovery Kalgoorlie. Other waste management companies including Cleanaway may use waste producers facilities and/ or licensed dangerous goods storage facilities for the repackaging and temporary storage of these wastes prior to transport interstate. As industry adjusts to the market, it is likely that new facilities will be established to manage these wastes. The costs associated with the management of these wastes are the responsibility of the waste producer.

a) Perchloroethylene, dry cleaning waste is currently treated by Tox Free Solutions, Kwinana. The waste is treated by a thermal desorption process, which separates the dry-cleaning liquid from the contaminants. The repackaging and transport of this waste for treatment interstate by other waste management companies, is however, also possible.
