(1) In relation to the Stop Puppy Farming Consultation being held by the department, has any research been undertaken into the reasons why dogs end up in shelters? (2) If yes to (1) can you please provide details of that research and table copies of any statistics, findings, research papers or other relevant data?

(1) Yes, a survey was sent to rescue organisations and shelters at the start of 2018.
(2) The primary reasons that dogs are abandoned or surrendered according to these respondents are:
- They are unwanted puppies
- The dog has behavioural issues
- Owners cannot afford to care for the dog
- Owners are moving and cannot take the dog with
- One respondent indicated that most of the dogs in their care were as a result of owner surrender – reason unknown.
