Can the minister please explain why the Water Corporation charges the Western Australian Rifle Association a $500 per annum lease for the Newdegate rifle range, compared with the Department of Land Administration’s peppercorn lease of $1 per annum for each of the 42 rifle ranges on DOLA land? The Water Corporation does not seek to profit from such arrangements, but does seek to recover ongoing administrative expenses, such as staff time, rates, taxes and legal expenses in connection with documentation. Since the Water Corporation was corporatised, local government rates and land taxes have been charged against all land under the control of the corporation. The charge reflects the non-profit and community service nature of such facilities. I understand that, until recently, DOLA was constrained by regulation from charging other than a peppercorn rent. These constraints have now been removed.
