PREMIUM PROPERTY TAX, PROPERTY VALUES 400. Mr BARNETT to the Premier: I have a supplementary question for the Premier. Is the Premier aware of the simple historic fact that property values increase significantly above the CPI rate of inflation? Dr GALLOP

I am aware of that. I am also aware that residential values rise. We are not taxing the houses; we are taxing the unimproved value of the property. The house values also rise. We now have a clear position in politics in Western Australia: the Labor Government is committed to building a new community in this State in which everyone plays their part and those with the capacity to pay are being asked to pay a little more; and the Opposition wants to inflame division in our community by appealing to the basest instincts of a small group in our community. My view of those people is completely different from that of the Leader of the Opposition. My view is that those people will work with us to keep the health system functioning properly, to put more police on the beat to make their community safer, and to educate our youngsters so there are more apprenticeships and training in this State. I know those people; they will be with the Government on this issue and not with the whingeing, carping Leader of the Opposition.
