I refer to a question without notice answered in October 1999 in which the Minister for Health indicated that an independent evaluation of the HACC Safeguards Policy and its impact on agencies and consumers would formally commence January 2000 - (1) Given that an Evaluation of the Safeguards Policy was advertised in the tenders section of The West Australian on July 1 2000, what are the reasons for the time lapse? (2) What are the Terms of Reference for the evaluations as agreed to by the working group? (3) Has a decision been made as to who will be conducting the independent evaluations of the policy? 1. The commencement of the formal review was anticipated to begin in January 2000, which was subsequent to the extension of the implementation timeframe, as requested by the Industry. At the December 1999 Home and Community Care (HACC) Fees Working Group meeting, it was noted by the members, that the Terms of Reference for the Safeguards Policy Review had been considered by the Working Group some time before and a fresh review of the terms of reference was required before final endorsement. At the May 2000 Working Group meeting, the Group formally endorsed the Terms of Reference. Subsequent to endorsement of the Terms of Reference the Request for Quotation documentation for a consultancy was prepared and duly submitted for approval. The Request for Quotations was posted on the 30th June. 2. The Terms of Reference as agreed and endorsed by the Working Group are as follows: 2.1. Assess and report on the impact of the Safeguards Policy on clients of the HACC target population; 2.2. Determine the extent to which the Policy has contributed to the growth and efficiency of the HACC Program; 2.3. Assess the impact of implementing the Policy on agencies, including interaction with other programs; 2.4. Describe and evaluate the adequacy, usefulness and the extent to which HACC Agencies have applied the Safeguards Policy Guidelines, the National Fee Principles and associated explanatory notes, recommended HACC Fee Schedule, Income Assessment and Fee Reduction Guidelines and forms, and other support materials (eg. Bulletins); 2.5. Describe and evaluate the adequacy and usefulness of training and training materials provided to Agencies; 2.6. Preparation of a final report to the Safeguards Policy Review Steering Committee with recommendations for amendments to the policy, guidelines and associated procedures, the need for training and additional support materials or activities, and other matters as agreed. 3. Yes. 4. The formal evaluations will commence at the date of execution of the contract with the Consultant undertaking the review.
