DEPARTMENT OF MINES AND PETROLEUM
(a) One inquiry and one committee has been established since 23 September 2008.
(b) (i) On the 23 December 2008, The Commonwealth and WA Governments announced that a jointly conducted inquiry would be undertaken into the effectiveness of safety regulation for upstream petroleum operations with a focus on the incident at Apache Energy Ltd's facilities on Varanus Island.
(ii) Industry Working Group on Approvals.
(c) (i) The inquiry will commence late January 2009 and a report is expected within 3 months of the commencement of the inquiry.
(c) (ii) The Industry Working Group on Approvals was formed via ministerial announcement on 17 November 2008 and completion due end April 2009.
(d) (i) The inquiry will be conducted by a two-member expert panel being David Agostini (State appointed) and Kym Bills (Commonwealth appointed).
(d) (ii) Chairman - Hon Peter Jones AM.
(e) (i)a David Agostini 's professional career includes positions as:
General Manager of Woodside's North West Shell interests including operations (LNG. Offshore platforms and domestic gas);
Deputy Strategy Manager for SHELL in The Hague;
Currently Adjunct Professor at the School of Oil & Gas Engineering (UWA);
Chair of the Schools industry advisory board, industry Reference Group, Australian Resources Research Centre, WA Energy Research Alliance and a non-executive director of Neptune Marine.
(e) (i)b Kym Bills, currently Executive Director of the Australian Transport Safety Bureau has experience in the concept and theory of safety regulation, implementation and/or investigation.
(e) (ii) Hon Peter Jones AM, was a former Resources Minister, now retired.
(f) (i) Funding for the inquiry will be met by the Commonwealth Government and capped t $1 million.
(f) (ii) No specific funds have been allocated:
· the Department of Mines and Petroleum provides secretariat support services for the group within existing resources, with total costs estimated at $100,000;
· no compensation is being provided to the Chair or members;
(g) (i) No costs have been allocated to date as the inquiry commenced January 2009.
(g) (ii) An estimated $25,000 could be allocated to the costs of the Working group to date.
(h) (i) The final cost of the inquiry is expected to be between $650,000 and $1,000,000.
(h) (ii) The final cost is expected to be $100,000.

(b) Review of Demersal Scalefish Recreational Fishing Management of the West Coast of Western Australia.
(c) Commencement date - December 2008, Completion date - April 2009.

Has expertise in stock assessment, mathematical modelling, survey techniques, fish aging and taxonomy.
(f) Fees are estimated to be $33,000 for both experts, other costs are estimated to be $22,000.
(g) Cost allocated to date $9000.
(h) The final cost of the review is expected to be $55,000.
