EMU POINT, ALBANY — ZONING AND DEVELOPMENT
I refer to the proposed development by LandCorp at Emu Point in Albany, and the community confusion about the zonings and procedures for development of the site. (1) What is the current form of title and zonings for reserves 14789, 15879 and 36320, being Middleton and Emu beaches and foreshores? (2) What is the current form of title and zonings for lots 1512 and 1523 at Emu Point Drive in Albany? (3) Will the zonings and/or reservations referred to in (2) need to be changed before the proposed LandCorp development can proceed? I thank the member for some notice of this question. The minister has provided the following answer. (1) The form of title is crown land and the City of Albany has a management order over the land. Reserves 14789 and 15879 are reserved for the purposes of recreation. Reserve 36320 is reserved for the purpose of a caravan park and camping. (2) The current form of title is freehold. Lot 1512 is zoned future urban and lot 1523 is zoned residential under the City of Albany’s town planning scheme. (3) Neither zoning will need to be changed to allow the development to proceed. The zoning of lot 1512 foreshadows that some form of urban development will occur on the land, and has done so for more than 20 years. The zoning for lot 1523 is already in place and has been for more than 20 years. (4) A structure plan is required to be approved by the City of Albany and the Western Australian Planning Commission.
