I refer to the Friend in Need - Emergency Scheme (FINES) Hospital in the Home Program and the contract with the Silver Chain for the provision of the program, and I ask:
(a) was an open tender process conducted for the provision of the services and how many tenders were received and from whom; and
(i) if not, what was the procurement process;
(b) what is the length of the current contract;
(c) what is the comparative cost per patient with the Hospital in the Home Program and any other in home health care programs;
(d) has the FINES program been evaluated since it came into operation; and
(i) what is the outcome of that evaluation;
(ii) can the report of that evaluation be tabled; and
(e) when will the program funding be next reviewed?

(a) Yes an open Expression of Interest (EOI) was conducted for non-inpatient service component including community based Hospital in the Home, Post Acute Care and Community Nursing in September 2009.
Five responses to the EOI were received from the following agencies: Home Support Services; Silver Chain Nursing Association Inc; Stanhope Health Care Services Pty Ltd; St John of God Health Choices; and The Bethanie Group.
(i) Not applicable.
(b) The current contract is for two years to 30 June 2012.
(c) A comparative costing exercise of Silver Chain Home Hospital services has not been carried out to date. However, the planned formal evaluation, stipulated within the Silver Chain contract, emphasises value for money and quality of service and will provide a comparative cost analysis for each contracted service component.
It is also important to note that while activity reporting and contract management are robust and effective processes, the contract price per unit of activity for Silver Chain Home Hospital services are considered to be commercial in confidence.
In 2010 Silver Chain commissioned PricewaterhouseCoopers (PwC) to assess the economic value of the Home Hospital model. The PwC report, dated 22 February 2011, provides confidence that the Home Hospital model delivers a positive return on investment for the health system.
(d) Monthly contract evaluation processes in relation to Silver Chain Home Hospital services with a full activity data set is reported to the Department of Health, along with an Annual update and presentation to relevant Department of Health staff.
An independent formal evaluation is planned for the Silver Chain Home Hospital service. This evaluation is expected to commence in the first half of 2012.
(i - ii) Not applicable.
(e) The program funding will be reviewed in the context of the current Silver Chain Home Hospital contract and the result of the evaluation of all of the components of the program which is due for completion in 2012.
