(1) Has the Commonwealth finalised an agreed definition of what a Tier 2 participant is? (2) If yes to (2), what is the definition of a Tier 2 participant and what is considered to be a Tier 2 service? (3) How much funding has been allocated in the 2014-15 State Budget for delivery of Tier 2 services in: (a) the State; and (b) the lower South West?

(1) The Disability Reform Council has agreed to replace the term Tier 2 with "ILC", Information, Linkages and Capacity Building.
There is no definition of an ILC participant because there are no eligibility requirements to be met to access ILC type supports. People with disability, irrespective of whether they also receive individual funding, their families and carers and the broader community can benefit from ILC supports.
(2) A Framework to guide implementation of ILC has been agreed however this does not include specific detail on programs, funding arrangements, or governance.
(3)(a) Nil outside of the Lower South West.
(b) In the National Disability Insurance Agency's National Disability Insurance Scheme model, Information, Linkages and Capacity Building (Tier 2) currently sits outside of the Planner and Support Coordinator functions and so is separately accounted for in the Commonwealth contribution ($480,000 in 2014-15).
In WA NDIS My Way however, Information, Linkages and Capacity Building is an integral part of the My Way approach. Therefore it forms part of the overall State 60% contribution to the trial.
