The Minister outlines the approval process and states that any rezoning proposal will be considered on its merits, without pre-emptive decisions.

Answer
(a) Rezoning approval would require initiation of an amendment to the City of Rockingham District Zoning Scheme by the City of Rockingham and consideration of the proposal by the Western Australian Planning Commission, followed by a decision by the Minister for Planning.
Redevelopment approval would require a development application to be lodged with and approved by the City of Rockingham or the relevant Development Assessment Panel, depending on the value of the proposed development.
(b) No
(c)-(e) Not applicable
(f) A rezoning proposal would be considered on its individual merits.
It is not appropriate to pre-empt future decisions in the absence of a formal rezoning proposal from the City of Rockingham.
